2011 Country DM - Cameroon: Strengthening Community Participation for a Better Local Governance in Health, Education and Forest Resource Management

The Development Marketplace announces the Cameroon DM 2011 to improve citizen participation and governance in health, education, and forest resource management. The competition is open to submissions from innovators within non-profit civil society organizations. Grants are up to US$20 thousand for one year. The competition is sponsored by the Cameroon Office of the World Bank, in partnership with Catholic Relief Services. The application deadline is 31 May 2011.

Improving Citizen Participation and Governance in Health, Education and Forest Resource Management

The competition is accepting applications for innovative or original ideas from associations, NGOs and common initiative groups working in Cameroon. Applications will be accepted between 28 April and 31 May 2011.

The overarching objective of the Cameroon Development Marketplace is to stimulate the demand from civil society for better governance and service delivery within the following sectors: health, education and forest resources management.

The competition will attract ideas from a range of innovators within non-profit civil society organizations (Associations, Non-governmental organisations, and Common Initiatives Groups). It is sponsored by the Cameroon Office of the World Bank, in partnership with Catholic Relief Services (CRS).

The specific objectives of the DM are to:

* identify and support grass-roots innovative activities aimed at generating and articulating demand for better governance and accountability, and improving public service delivery in health, education and forest resource management; and

* share knowledge and ideas between CSOs, development partners and the government of Cameroon.

An open event will be held in Yaoundé in mid-July, where finalists’ initiatives will be displayed, reviewed and selected by an independent jury. Winning proposals will be awarded grants from XAF 7,000,000.- to XAF 12,000,000.-, for a project period of 12 months. The total award pool is US$ 320,000.

Proposals will be evaluated on the following 5 criteria:

1. Innovation

Applicants must describe at least 3 separate elements that differentiate the proposed project from the existing ones. Projects should describe their approach as it relates to increasing citizen participation and improving local governance in health, education and forest resource management.

2. Potential for Replication in Other Sites

The application should describe how the project could be replicated in other places to help solve similar problems.

3. Impact in the Community

The project document should explain what changes are expected regarding the quality of local services and governance in: transparency, participation, accountability. Describe the anticipated impact on the project beneficiaries.

4. Results

The proposed project must illustrate at least four concrete results in increased citizen participation within the Education, Health and Forest Resource Management sectors.

5. Sustainability

The project should outline measures in place to monitor and evaluate the quality of implementation, whether the project reaches its stated goals, and how it plans to move forward beyond grant funding.
